On 30 December 2024, Decree-Law no. 117/2024 was published in the Diário da República (Official Gazette), amending the Land Management Instruments Legal Framework (RJIGT), approved by Decree-Law no. 80/2015 of 14 May. The law enshrined, on an exceptional basis, the creation of construction areas on land compatible with an existing urban area, changing the existing criteria for reclassifying rustic land as urban, particularly when it comes to reclassification for residential use. To this end, it created a special regime for reclassification to urban land for housing purposes and complementary uses, establishing new criteria as well as rules to which reclassified buildings will be subject. Its approval was not without criticism from the sector and the various political parties, triggering the Parliamentary Appraisal 6/XVI/1.
