Amendments to Law No. 23/2007, of 4 July, which establishes the legal regime governing the entry, stay, exit and removal of foreigners from national territory
Following review by the Constitutional Court, the amendments to Law No. 23/2007, of 4 July, referred to as the “Immigration Law,” have been published and have been in force since 23 October 2025.
Law No. 23/2007 now includes a “visa for the seeking of skilled employment,” introduces amendments to the regime applicable to citizens of the Community of Portuguese Language Countries (CPLP), establishes a new residence permit regime for individuals undertaking entrepreneurial projects, substantially reforms the requirements for family reunification, defines a judicial oversight framework for recourse to injunctions aimed at the protection of rights, freedoms and guarantees, and provides for the possibility for the Government to promote bilateral agreements concerning the mobility of workers.
